Recognition of Foreign Documents in Montenegro

Three levels of legalisation for residence permits and official use

Main levels of document recognition

✅ No legalisation required

If the country has signed a bilateral agreement with Montenegro waiving the apostille requirement — documents are accepted directly.

🔹 Apostille

A simplified form of legalisation for member states of the 1961 Hague Convention. Allows documents to be used without further certification.

⚠️ Full consular legalisation

If the country is not a member of the Hague Convention — certification by the MFA of the issuing country, Montenegro's embassy and Montenegro's MFA is required.

Where to obtain an apostille?

If the country is a member of the 1961 Hague Convention — the apostille is affixed by the competent authority of the country where the document was issued. The list of member states and competent authorities is published on the official Hague Conference website: hcch.net

Full consular legalisation: steps

  1. 1Certification of the document by the Ministry of Foreign Affairs of the country where it was issued
  2. 2Certification at the Montenegro consulate or embassy in that country
  3. 3Final certification at the Ministry of Foreign Affairs of Montenegro after the document arrives
